2012 Playing Rule Changes & Additions

WAS –

Within the OSL, the transfer of any player must be accompanied by a fee of fifty ($50.00) dollars, payable to the league.

The player being transferred will not be eligible to play for the new team until the fee has been received by the League.

The transfer deadline for the Ontario Soccer League is August 15.

WAS –

Each team entered in the league must have a team head coach who is certified at a minimum Level 3 (technical) or Community Coach Senior by the O.S.A.

Any person registered as a coach with the team must also be certified at a   minimum Level 3 (technical) or Community Coach Senior by the O.S.A.

NOW READS-

Each team entered in the league must have a team coach who is certified at a Communtity Coach Senior or Soccer For Life by the O.S.A.  and MUST also have his Respect for Soccer Certificate.

WAS-

(a)             If a game is canceled for any reason the home team must reschedule and play the game within 28 days of the canceled game with authorization from the office. The home team must give the office 2 dates within the first 14 days of the 28 days.  The away team will be given at least two days notice of the game.  If the away team does not comply they will forfeit that game.  If the home team does not give the office a date within the required time they will      forfeit that game.  Any expenses incurred will be charged to the forfeiting team.

PROMOTION AND RELEGATION

P/R #15

(a)                 The teams finishing in the top position of the regional league shall be promoted to the Provincial division.  The teams finishing in the top position of the Multi-Jurisdictional District or District League shall be promoted to the Regional league.  If (a) Club(s) declines promotion into a Provincial or Regional League, the offer of promotion shall be extended to the next Club(s) provided that the Club(s) was within six points of the last eligible Club to qualify for promotion. (As per OSA Policy Section 5.0 Policy No. 24.1.2.4.)

                If there is only one division in the South Region, the 2nd place teams in each of the regional divisions will have a round robin playoff and the end of the season for promotion into the Provincial League, providing that they are within 6 points of the promoted team in their regional division.

(b)        The teams finishing in the top position of the Multi-Jurisdictional District orDistrict League shall be promoted to the Regional league.  In accordance with OSA Published Rules, if there are additional vacant spots in the Regional Leagues, other teams may be considered from the Multi Jurisdictional or District       Leagues based on their standings in their respective leagues.

(c )       The teams finishing in the last two positions of each of the Provincial league divisions shall be relegated to their appropriate regional league.  In the case of the Regional division, the bottom two teams shall be relegated to their appropriate District League or Multi-Jurisdictional District League.  If there is an opening in the any Provincial or Regional league the 2nd team relegated may apply.

(d)       The Board of Directors may enact variations to the above rules provided they are approved by the O.S.A. and are presented to the clubs in membership prior to the  playing season.

 (a)               The teams finishing in the top position of the regional premier leagues shall be promoted to the Provincial division.  The teams finishing in the top position of the regional league shall be promoted into the appropriate regional premier league. The teams finishing in the top position of the Multi-Jurisdictional District or District League shall be promoted to the Regional league.  If (a) Club(s) declines promotion into a Provincial or Regional League, the offer of promotion shall be extended to the next Club(s) provided that the Club(s) was within six points of the last eligible Club to qualify for promotion. (d)       The teams finishing in the top two positions of the Provincial Under 21 divisions shall be promoted to the Regional league.  The teams finishing in the top 2  positions of the Regional U21 leagues shall be promoted to the Provincial U21.  The teams finishing in  the last two positions of the Provincial Under 21 shall be relegated to the regional Under 21 providing that they are still eligible to play Under 21.

Any other Under 21 teams that are no longer eligible to play Under 21  may apply for their appropriate Multi-Jurisdictional or District League .

(d)       The Board of Directors may enact variations to the above rules provided they are approved by the O.S.A. and are presented to the clubs in membership prior to the playing season.

P/R #18 – ADDITION

(h)        Any team withdrawing from the league after the competition has begun will be subject to a   $1,000.00 fine.
